Summary of Changes from Previous Version
• remove provisions that could unintentionally discourage growth or consolidation of Research Units as staff numbers increase;
• clarify pathways for consolidation of Tier 2 Research Units, including approval as Tier 1 or provisional Tier 1 Research Units where Tier 1 characteristics are demonstrated or reasonably expected;
• ensure performance assessment of consolidated Research Units recognises collective historical performance, performance trajectory and the time required for effective consolidation;
• introduce a streamlined approval process for consolidation of existing recognised Research Units, distinct from the establishment of a new Research Unit;
• confirm funding neutrality during an approved transitional period following consolidation, with scope for prioritised strategic investment where consolidation strengthens research scale, impact or strategic alignment; and
• support transitional governance and leadership arrangements to enable effective integration and continuity following consolidation.
