Summary of Changes from Previous Version
o restructured content for better flow of information;
o added requirements for the content and issuing of certificates of completion for enabling courses including foundation programs and ELICOS;
o updated requirements for testamurs, including provisions for nested awards and the issuing of multiple testamurs;
o added or revised definitions to support new or revised clauses; and
